LIBRARY RULES

The College Library is a Centrally Computerized one having reading room & book facilities, containing a good number of books arranged subject-wise in sections and sub-sections. The members of staff, students of the College and any other person specially permitted by the Principal to use the Library.

RULES: SECTION-1(GENERAL)
  1. The Library is open during the College hours.
  2. The Library remains closed on Sundays and authorized holidays.
  3. The last period of every working day is set for office work of the Library and during that period no book is to be issued or returned.
SECTION - II-A
RULES COMMON FOR ALL BORROWERS OF BOOKS.
  1. No book should be taken out of the Library without the knowledge of the Librarian until it has been properly entered in the Borrower's Register and the entry attested by the borrower.
  2. Each borrower must examine the condition of the book before it is issued. In case of mutilation discovered later, the presumption will be against the borrower.
  3. The book should be returned within the period allowed to a borrower.
  4. When the date for return of a book falls on an authorized holiday, it should be returned to the Library on the day the College opens after the holiday.
  5. Library books in possession of borrowers should be returned to the Library before the College closes for the long vacations on or before the date notified for the purpose.
  6. Whoever might have a Library book in his/her possession should return it to the Library whenever he/she receives requisition notice from the Librarian.
  7. Books taken out of the Library must be returned to the Librarian and not to anybody else.
  8. No marginal or other notes or marking shall be made in the Library book, nor shall any pictures or pages be removed or otherwise disfigured.
  9. The Librarian will report to the Principal against persons responsible for improper use of the Library Books.
  10. A borrower , against whom any overdue or other charges is outstanding , shall not be allowed to borrow books from the Library and anyone who has a Library deposit shall not be allowed to withdraw the deposit until the Library dues are cleared.
  11. If any borrower keeps a book in his/her possession for more than the time allowed for the purpose, no more books will be issued to him/her until the book concerned is returned to the Library.
  12. All those who may happen to be inside the Library or in the neighborhood are expected to observe strict silence. The Librarian has order to see that the silence is strictly observed and to report any willful breach of the rule. Professors are expected to use their influence to promote the observance of the rule whenever they are in the Library and report to the Principal, cases of deliberate disobedience and misbehavior/misconduct.
  13. The Library premises should not be used for any purpose other than reading or consulting books and periodicals of the Library.
  14. Sticks, bag, carry bag, personal books, Umbrellas and other articles should not be brought into the Library premises.
  15. Spitting and sleeping inside the Library are strictly for forbidden.
  16. None but members of the staff may go beyond the Library counter. Persons, who might get special permission from the principals, may also work inside the Library.
  17. The following table shows the maximum number of books that may be issued to various classes of borrowers.

  18. A book once issued to a borrower may be reissued to him only when nobody wants to take the same book. It should be produced before the Librarian for necessary entries in the register, before it is reissued.
  19. Book of reference, Text books, current issue of periodicals, courses of studies and rare books cannot be issued for use at home without the special permission of the Principal.
  20. Members of the staff may take books from the Library on signing the borrower's register. Students can use library cards which will be issued to them after they are admitted to the College.
  21. Any book lost, damaged or defaced by a borrower must be replaced by him. If a book is one of a set or series and the volume cannot be obtained, the whole set or series must be replaced by the borrower .If the books be rare or irreplaceable the borrower must pay triple of the catalogue price of the books.
  22. In those cases, where the price of the lost books cannot be ascertained, the borrower should pay as compensation, an amount fixed by the Principal.
  23. Library clearance is a must for the students when they fill up their +2/CHSE +3/University exams. Forms.
SECTION-II-B   (RULES FOR READING ROOM)
  1. There is a reading room for the students which is open from 10.30A.m..To 3.00P.M. On all working days. Members of the staff are provided a separate reading room inside the library.
  2. Every student is required to show the Identity Card at the entrance of the library reading room.
  3. Students are not allowed to enter into the library stock room in any case.
  4. All categories of borrowers are advised to maintain complete silence inside the reading room. Any deviation of this rule will be severely dealt with.
  5. For use in the Reading room, one journal or a newspaper. at a time may be issued to every student on production of Library Card. No student is allowed to take the journal or Newspaper outside the reading room. All such must be returned latest by 2.30 PM on the same day otherwise fines will be imposed per day at the rate of Rs.5/- for Newspaper Magazine and Journal, for not returning on the same day.
SECTION-III   RULES FOR THE STUDENTS
  1. No student should enter the Library rooms without the permission of the Librarian.
  2. No one should enter the Library rooms with personal books.
  3. Perfect silence should be maintained inside the Library, on the verandah and in the reading room.
  4. Any student who wants to take books from the Library should present the Library Card to the Librarian whenever, he wants to return a book.
  5. Ordinarily no student will be allowed to keep a library book with him/her during the Summer Vacation.
  6. If a student loses his Library Card or tears or defaces it. The college should be informed to the Librarian immediately on application with the payment of Rs.10/- at office counter to fill up forms of CHSE or University Examinations.
  7. If a student cannot produce his/her Library Card at the time of clearance, he/she has to pay a fine of Rs.10/- at the college office counter.
  8. It is more important that the Library Card should always be used by the person concerned. In no case it should be handed over to anybody else for use. If it so happens the matter will be seriously viewed and fine will be imposed.
  9. (i)Text books will be issued to the students
    (ii) Reference books will be issued on call slips for consultation in the Library.
  10. Ordinarily no book will be re-issued.
  11. Magazine should not be taken home. They should be returned on the very day if they are issued. Fines will be imposed on any student who takes homes magazines or reference books.
  12. Books can be borrowed from the Book Bank by paying nominal amount.
  13. Books will be issued to +2 and +3 students as mentioned below: -
SECTION-IV   (RULES FOR THE BOOK BANK)

The difficulties of the students to buy costly text books are solved partially by the book bank scheme. Purchase of books of such purpose is restricted to prescribed text books only. Initially, some financial assistance was provided by U.G.C.XIIth plan for purchase of books for the book bank in the session 2014-15. Depending on the requirement of the students new books will be purchased before the start of an academic session.
The books are suitably distributed among the students keeping in view the norm that two books are meant for one student for one session. The students are to bear 1/3rd of the cost of the books. The books should be returned to the Book Bank at the end of the each academic session.

The students who drop out in the middle should ensure that the books in their name are returned to the Book Bank.

It is the responsibility of the students to maintain the books supplied to them from the book bank in good condition. Any case of loss or damage to the book shall lead to penalty. In case of serious damages also the student has to bear the full cost for replacement of the books.
